Quick answer

This guide covers Honda's Japanese Acty kei truck and van in two generations: the second, whose 660-class HA3 and HA4 trucks went on sale on 26 March 1990, and the third, whose HA6 and HA7 trucks Honda's May 1999 release dates to 28 May. The US 25-year rule counts from each vehicle's build date, and state registration rules differ.

Background

Overview

The Honda Acty covered here is Honda's Japanese kei truck and van in two generations. The second generation went on sale on 11 May 1988, and its 660-class HA3 and HA4 trucks on 26 March 1990. Honda's May 1999 release dates sales of the third generation's HA6 and HA7 trucks to 28 May; its later September release disagrees on one grade.

Editorial notes

Quick read

Key takeaways

  • The 660-class second generation (HA3 2WD truck, HA4 4WD truck, HH3 and HH4 vans) went on sale on 26 March 1990 with a 38 PS net E07A.
  • Honda's May 1999 release dates sales of the third-generation HA6 and HA7 trucks to 28 May, with a 46 PS net E07Z, and the HH5 and HH6 vans followed on 25 June 1999.
  • Honda's truck archive for the third generation ends in November 2009, and its van archive ends in July 2018.
  • HA8 and HA9 are the fourth-generation successor trucks and are outside this guide.
  • Match the full chassis number to Honda's campaign and recall ranges. A number inside a range does not prove a vehicle needs the repair, and Honda notes that some ranges include unaffected vehicles.
  • The US 25-year rule counts from each vehicle's manufacture date, and EPA's engine rule applies separately. State registration is a separate question.

Constants

Common across all Acty generations

  • Mid-engine, rear-wheel-drive layout in both generations covered
  • Real Time 4WD on the HA4 and HA7 trucks, which Honda describes as switching automatically with road conditions
  • 656 cc three-cylinder: the E07A rated 38 PS net in the 1990 HA3 and HA4, and the E07Z rated 46 PS net in the 1999 third-generation trucks
  • Truck (HA) and van (HH) bodies in both generations

Chassis history

Generation timeline

This guide covers the second and third generations. Dates are Honda's Japanese announcement and sale dates, and end dates are Honda's archive periods, not the last build.

HA4

Second generation, 660-class (1990–1999) — HA3/HA4 trucks (HA4 is 4WD), HH3/HH4 vans; retail sale from 26 March 1990; Honda archive ends April 1999

HA6–HA7

Third generation (1999–2009) — HA6/HA7 trucks (HA7 is 4WD); Honda's May launch release gives sale from 28 May 1999; truck archive ends November 2009

Market

Differences between JDM & USDM

Everything on this page describes the Japanese-market specification. The US 25-year rule counts from each vehicle's manufacture date, not the model year, and EPA's separate age exemption needs at least 21 years, counted by calendar year, and the original unmodified configuration, with engine equivalence meaning the same model and configuration. EPA's published overview describes a restricted exception for equivalent or newer EPA-certified engines with their emission-control systems; confirm any swap with EPA before importing. Federal entry does not settle state registration. As checked in October 2026, Oregon says kei vehicles cannot be titled or registered there, and California handles direct imports through its own process. Canada counts 15 years from the month and year of completed assembly.

Editorial

The buyer's read

Start with the code. HA3 and HA4 are second-generation trucks, HA6 and HA7 are third-generation trucks, and the HH codes are vans. The 4WD codes are HA4, HA7, HH4 and HH6. Match the full chassis number to the papers.

Then put Honda's notices against the number. Campaign 126 covers an air-conditioning compressor issue on early vehicles, and the third-generation Actys have recalls for the fuel tank flange, wheel bolts, crossmember welds and fuel pump. Honda notes that some ranges include vehicles that are not affected, so ask for completion records.

Before importing, work out the age from the build date, not the model year. EPA's engine rule applies separately, and state registration is a further step. The second-generation page has the 1990 specifications.

FAQ

Frequently asked questions

Which Acty generations does this guide cover?
Two Japanese generations: the second, with 660-class HA3 and HA4 trucks on sale from 26 March 1990, and the third, with HA6 and HA7 trucks that Honda's May 1999 release dates to 28 May. The HA8 and HA9 successor trucks are outside this guide.
What do the HA and HH codes mean?
HA is a truck and HH is a van. The HA3, HH3, HA6 and HH5 are two-wheel drive. The HA4, HH4, HA7 and HH6 are four-wheel drive.
Is the Acty's four-wheel drive selectable?
Honda describes Real Time 4WD as switching automatically with road conditions. The ATTACK grade adds a rear differential lock and ultra-low and ultra-reverse gears.
Did the Acty come as an automatic?
Some did. Honda's 1996 list offered a three-speed automatic on 2WD grades except the STD, so the HA4 and HH4 are not automatic. The third-generation HA7 truck is a five-speed manual, and the HH6 van gained a four-speed automatic on selected grades on 24 February 2000.
Can I import an Acty into the US or Canada?
US safety rules require 25 years from each vehicle's manufacture date. EPA separately requires at least 21 years by calendar-year subtraction and the original unmodified configuration. Engine equivalence means the same model and configuration. EPA describes a restricted exception for equivalent or newer EPA-certified engines with their emission-control systems; confirm swaps with EPA. Canada uses 15 years from completed assembly, counted by month and year. State and provincial registration rules still apply.
