  1. Obtain and organize import documentation

    Assemble the best available Japanese ownership or deregistration record, certified translation where needed, Bill of Lading, commercial invoice, and federal entry records. California DMV lists Customs and compliance evidence among its requirements. Keep copies of NHTSA Form HS-7 and EPA Form 3520-1, but remember that their acceptance at the border does not establish California eligibility.
