Quick answer

Import and road use are decided separately. Federally, 49 CFR 591.5(i)(1) covers a vehicle that is 25 or more years old, and EPA Code E applies its own 21-calendar-year test. Each state then decides title, registration and permitted roads. As of 12 October 2026, the rules checked here range from full registration to prohibition.

Federal import rules

Federal declarations decide whether a kei truck can enter the United States. Each state then applies its own title and registration law.

NHTSA and the 25-year declaration

As of 12 October 2026, 49 CFR 591.5(i)(1) lets an importer declare that a vehicle is 25 or more years old. It is one of several declarations an importer can file with U.S. Customs and Border Protection.

A vehicle that does not meet the federal safety standards can also enter under 49 CFR 591.5(f). That route needs a bond of 150% of the vehicle's dutiable value and an importer registered with NHTSA, or a contract with one. NHTSA must also have determined that the model and model year are eligible for importation.

EPA Code E uses a different age test

EPA measures age differently. As of 12 October 2026, EPA Form 3520-1 describes Code E as a vehicle at least 21 years old, counted as the calendar year of manufacture subtracted from the year of importation, and in original unmodified configuration.

The form says a vehicle at least 21 years old with a replacement engine is not eligible unless the engine is the same model as originally installed, or an engine with any aftertreatment from a certified vehicle no older than the one being imported. EPA's import page describes equivalence as the same model and configuration as the original engine and encourages importers to contact EPA's Imports Hotline, at imports@epa.gov, before import.

Federal low-speed vehicles

A federal low-speed vehicle is a separate category. Under 49 CFR 571.3 it has four wheels, an attainable speed of more than 20 and not more than 25 mph over one mile on a paved level surface, and a GVWR below 3,000 pounds.

FMVSS 500 requires each low-speed vehicle to carry listed equipment, including headlamps, turn signal lamps, a mirror and a parking brake.

State rules checked on 12 October 2026

The table summarizes the named state authorities checked on 12 October 2026, with New York added from its DMV pages checked on 17 October 2026, and is not a complete 50-state survey. A state that is not listed says nothing about whether kei trucks are allowed there.

Each row summarizes the named state authority as of the date it was checked. Confirm the current rule with the state agency before you buy.
State On-road status Current rule
AlaskaFull road useAlaska DMV says AS 28.10.068 and AS 28.10.221(e) allow a legally imported vehicle that is 25 years or older to be titled and registered without meeting current FMVSS. A Form 811 inspection and import documents are required.
FloridaRestrictedFla. Stat. 316.2122 lets a mini truck run only on streets posted at 35 mph or less, with crossing allowed at an intersection. It must be registered, insured and titled, and the driver needs a license. Section 320.01(44) defines a mini truck as a four-wheeled, reduced-dimension truck with no NHTSA truck classification, a top speed of 55 mph and listed equipment.
GeorgiaProhibitedGeorgia DOR bulletin MVD-2023-05 says kei vehicles are barred from titling and registration, and that a kei vehicle titled in another state cannot be titled in Georgia.
KentuckyRestricted2025 Acts ch. 89 bars a street-legal special purpose vehicle from highways in jurisdictions that have not allowed it by local ordinance and from controlled-access highways such as interstates and parkways. Minitrucks may not use highways built under a federal highway program, and travel on a highway with centerline markings is limited to 20 miles.
LouisianaRestrictedLa. R.S. 32:299.2 allows a mini-truck on highways posted at 55 mph or less, except an interstate, a controlled access highway or a multi-lane divided highway with partial or no control of access. It must register as an off-road vehicle and display an OMV decal.
MaineProhibited29-A M.R.S. 354 says off-road vehicles may not be registered, except vehicles owned and operated by government entities. A 2026 BMV working group report treats Japanese kei mini trucks as off-road vehicles and unanimously suggests no changes to current laws and standards.
NebraskaRestrictedNeb. Rev. Stat. 60-6,379 bars a minitruck from the Interstate System, expressways and freeways, and requires headlights and taillights to be on during operation.
New YorkProhibitedNew York DMV lists a KEI-Class vehicle, a lightweight vehicle originally built for the Japanese domestic market, as a class that cannot be registered or titled in New York State, and cites section 400-a of the New York Vehicle and Traffic Law. DMV's imported-vehicle page adds that it will not register or title a Kei-class vehicle unless the applicant proves the vehicle was brought into compliance with the FMVSS and EPA emission requirements in effect when the vehicle was built.
OklahomaRestricted47 O.S. 1151.3 allows a titled and registered mini-truck on the state's roadways but not on any highway that is part of the Interstate System. Operators must follow all traffic rules.
PennsylvaniaRestrictedPennDOT says a mini truck may hold an unrestricted on-road registration only if the owner has a grandfather letter dated 1 December 2021, and a buyer cannot obtain that registration after a sale. Other listed options are antique registration, an off-road title for private property only, and a farm exemption.
Rhode IslandProhibitedR.I. Gen. Laws 31-3-5(10) requires refusal of new kei registrations and registration transfers. Registrations valid before 1 June 2024 cannot be denied renewal solely because of vehicle type and cannot be transferred. The statute gives the right to use public highways posted at 35 mph or less. Crossing a highway posted between 35 and 45 mph is permitted only where both connecting roads have limits no higher than 35 mph and the intersection has traffic signals or stop signs.
TexasFull road useTexas Transportation Code 502.006, in effect from 20 June 2025, treats a qualifying miniature vehicle as a motor vehicle for registration. Operation on a public highway requires title, registration and the ability to comply with traffic laws. TxDMV says a vehicle documented as off-highway use only is not eligible for registration.
VermontFull road useAct 153, signed 16 June 2026 and effective 1 July 2026, treats a kei vehicle registered as a pleasure car like other pleasure cars and a kei truck registered as a farm truck like other farm trucks. The Traffic Committee and political subdivisions may not adopt rules that prohibit either from operating in the same manner and locations as other pleasure cars or farm trucks.
VirginiaFull road useVirginia DMV guide VLIC-3.330 lists a vehicle declared on the HS-7 as over 25 years old and exempt from FMVSS for a Virginia title and full registration. English translations are required for foreign-language documents.

Texas dates

The Texas legislature's history for SB 1816 records the governor's signature and the entry "Effective immediately" on 06/20/2025. The bill text gives 1 September 2025 only as the fallback date if the bill lacked the two-thirds vote for immediate effect.

TxDMV Registration and Title Bulletin 01-24, dated 4 April 2024, had already changed the department's policy on mini vehicles.

California

California DMV says a direct import not originally manufactured to meet California emissions standards and DOT FMVSS cannot be registered unless it is modified and tested under CARB's direct import program. It also says FMVSS evidence is mandatory for vehicles manufactured after 1995.

The same page says off-highway vehicles cannot be converted to California emissions standards at this time, so they cannot be registered unless originally manufactured to meet U.S. and California emissions standards.

Colorado

As of 12 October 2026, Colorado's HB25-1281 is not yet in operation. The legislature's session-law listing gives an effective date of 07/01/2027. The revised bill text says the act takes effect July 1, 2027, unless a referendum petition is filed, in which case voters decide it in November 2026 first, and that it applies to applications submitted or offenses committed on or after January 1, 2028.

The legislature's summary says the act authorizes a kei vehicle to operate on the roads with a title and registration, but prohibits driving it on a roadway with a speed limit above 55 mph or on a limited-access highway.

Checks before you buy

Each check depends on the state where you will register the truck.

  • Ask for the HS-7, the customs entry record and the EPA form. Virginia's guide requires all NHTSA, CBP and EPA forms to contain the full VIN, and English translations of documents written only in a foreign language.
  • Ask how the seller's title is classified. Texas titles a vehicle documented as off-highway use only with a remark and does not register it, and Louisiana's limited road pathway requires registering a mini-truck as an off-road vehicle.
  • Plan for an identification inspection. Texas calls for Form VTR-68-A when a mini vehicle was last titled or registered in another country, and Alaska requires a Form 811 inspection for vehicles with foreign ownership documents.
  • Do not rely on another state's title. Georgia says a kei vehicle titled in another state cannot be titled there, and Maine's working group report says legal title elsewhere does not mean an owner can legally drive the truck on Maine's roadways.
  • Check the posted speed of the road as well as the truck's top speed. Florida's 35 mph limit applies to the posted speed of the street, while its mini truck definition describes a vehicle with a top speed of 55 mph.
  • Confirm insurance. Florida requires a mini truck to be registered and insured.

FAQ

Frequently asked questions

Are kei trucks legal in the United States?
Federal import rules and state road rules are separate. As of 12 October 2026, 49 CFR 591.5(i)(1) covers a vehicle that is 25 or more years old, and EPA Code E applies a 21-calendar-year test with configuration conditions. Each state then decides title, registration and roads. The state table shows prohibition in Georgia, Maine, New York and Rhode Island and registration in Alaska, Texas, Vermont and Virginia.
Does the 25-year rule make a kei truck street legal?
No. The 25-year declaration in 49 CFR 591.5(i)(1) concerns import. EPA Code E has its own 21-year test, original unmodified configuration and a replacement-engine rule. Title, registration and permitted roads are decided by the state, and Georgia's bulletin bars kei vehicles from titling and registration.
Can I import a kei truck under 25 years old?
49 CFR 591.5(f) allows a vehicle that does not meet the safety standards to be imported with a bond of 150% of its dutiable value and a registered importer, but only if NHTSA has determined that the model and model year are eligible. Confirm that determination for your exact truck before buying.
Which states allow kei trucks to be registered?
Among the states checked here, Alaska, Texas, Vermont and Virginia describe registration without a kei-specific road limit in the sources cited. Florida, Kentucky, Louisiana, Nebraska, Oklahoma and Pennsylvania restrict roads or registration class. Georgia, Maine, New York and Rhode Island prohibit it, with a Rhode Island exception for existing registrations. Other states were not checked.
Can I drive a kei truck on a highway or interstate?
It depends on the state and registration class. Florida allows a mini truck on streets posted at 35 mph or less. Louisiana allows highways posted at 55 mph or less except interstates and certain other highways. Nebraska and Oklahoma bar interstates. Texas requires title, registration and ability to comply with traffic laws for a qualifying miniature vehicle.
Are kei trucks legal in Texas, California or Florida?
Texas treats a qualifying miniature vehicle as a motor vehicle for registration from 20 June 2025, but not one documented as off-highway only. Florida allows a statutory mini truck on streets posted at 35 mph or less. California says a direct import not built to California and DOT standards cannot be registered unless modified and tested under CARB's direct import program.
Can an out-of-state title get around my state's rules?
Not in the states checked here. Georgia's bulletin says a kei vehicle titled in another state cannot be titled in Georgia. Maine's working group report says a truck legally titled and registered in another state does not give its owner the right to drive it on Maine's roadways.
Do kei cars and vans follow the same rules as trucks?
Not always. Rhode Island's statute covers kei cars, mini-trucks and microvans, and Georgia's bulletin covers Japanese kei vehicles and minitrucks. Vermont's Act 153 defines kei vehicles and separately defines a kei truck as one used primarily to carry property. Check the definition in your state's rule.
